Oxford’s Interim Executive Director and Interim Managing Director spent time on all three campuses this week to meet with parents in a series of Director Discussions. These meetings provide ongoing opportunities to have an open dialogue to share information with the Oxford Preparatory Academy community.
The meetings shared both campus-specific and organization-wide financial and facility updates, touched on our relationships with current authorizing agencies, progress toward Oxford’s comprehensive Administrative and Governance Recovery Plan, and the status of the Chino Valley renewal appeal.
It was shared that a primary focus in restructuring the Oxford Business Office has been the review and remedy of financial practices, vendor contracts, bank account structures, and reporting.
Champion Village, our before and after school program, has implemented Procare, a new check-in and billing management system. Separate bank accounts have been created to delineate Champion Village payments. Separate bank accounts have also been established for each site’s Academy Fund, providing greater transparency and supporting a fundraising policy that ensures that all monies raised are properly tracked and used.
Our second interim financial statements, completed by our new Back Office provider, Charter Impact, were sent to our authorizing agencies on Friday, March 10, 2017. Oxford administrators have contacted our current authorizers, including Capistrano Unified School District (CUSD), Orange County Department of Education (OCDE), and Chino Valley Unified School District (CVUSD) informing them that they expect a profound difference in the depth and detail of our second interim report.
Additionally, it was shared that our three Oxford Prep campuses have healthy cash flow and projected budget surpluses ranging from 6% to 14%, making our fiscal health very strong.
Oxford Prep SOC has welcomed new portable structures to their campus to house their band room and restrooms. Finishing touches are underway and we hope to have them ready for student use in April.
Chino Valley Renewal Appeal
Oxford Prep Chino Valley’s appeal to renew our charter school was submitted to the State Board of Education (SBE) on January 31, 2017. Oxford administrators, with the guidance of experienced legal counsel and the assistance of the California Charter School Association (CCSA), are navigating the multiple components and important dates involved in our state-level appeal process.
ACCS Hearing, April 5th, 2017
The Chino Valley appeal will be heard by the California Advisory Commission on Charter Schools (ACCS) on Wednesday, April 5th, 2017. We anticipate that SBE staff is currently performing a comprehensive review of the appeal petition and materials submitted on January 31st. Staff recommendations for approval or denial of appeals are typically posted with the ACCS meeting agenda ten days prior to the hearing.
Following an open call for interest in traveling to Sacramento to support the Chino Valley appeal, Oxford administrators, Board members, and legal counsel determined that a group of approximately 30 stakeholders, comprised of parents, students, faculty, and administrative staff will travel to Sacramento on April 5th for the ACCS hearing. Ten to 12 of our delegation will have an opportunity to speak during the hearing.
Two members of the SBE serve as liasons to the ACCS and will have an opportunity to share information presented to the ACCS with their fellow SBE members.
SBE Vote, May 11th, 2017
Oxford Prep Chino Valley’s appeal will be on the State Board of Education agenda for their May 11th meeting. We anticipate the format of this meeting will be as follows:
- State Board of Education staff will provide the facts of the Oxford appeal
- Oxford Prep will have 10 minutes to present our case for appeal
- Chino Valley Unified School District representatives will have 10 minutes to present to the ACCS
- Public comments on this agenda item will be shared. This is an opportunity for Oxford parents, students, and staff to be heard by the ACCS
All State Board of Education meetings are accessible through live webcast. We hope to facilitate a community viewing event at our Chino Valley campus for Champion families and staff members who wish to participate.
The SBE is currently comprised of 10 members, representing a broad diversity of K-12, higher education, charter, academic administration, non-profit, and public sector experience. A “yes” vote by six or more of the 10 member board is necessary for our successful appeal.
Board Meeting Update
A regular meeting of the Oxford Board of Directors was held on Thursday, March 9, 2017, on the Chino Valley campus. Oxford’s choir, under the direction of Mr. Mario Raven, delivered a praise-worthy performance for the Board and audience members.
Among other agenda items, the Oxford Board voted to approve the 2017-2018 Master Calendar, the hiring of an independent auditor to complete a comprehensive financial audit and review of internal controls, approved an updated merit pay policy, as well as the 2016-2017 second interim financial report for each campus.
Additionally, the Board voted to approve directing staff to respond to the WASC notification of potential withholding of accreditation status for our Chino Valley and SOC campuses. The Board offered a reminder that WASC accreditation is not required for K-8 schools, that we will communicate and cooperate fully with WASC requests, and if necessary, we will apply again, as our academic program and student achievement is outstanding.
